New headway with its Party building concept

Since its 16th National Congress held in 2002, the Communist Party of China (CPC) has set forth a series of major strategic ideas, which are generalized as "new headway in 11 spheres", said Li Junru, vice-principal of the Party School of the CPC Central Committee at a recent forum of Party schools and branch schools nationwide.

Of the series of major strategic ideas and theoretical, innovative new achievements released since the 16th CPC National Congress, the most vital and crucial is the overall blueprint or layout for Party building with hallmarks to stress not only stepping-up of Party building in an all-round way but taking the hold of "key points" and the "motif" in the course of Party building. Namely, it is focused on the enhancement of its governing capacity, and taken the increase of Party members' advanceness as the motif. The new concept has contributed to major achievements the CPC Central Committee has made since its 16th National Congress, Li said in an article of the "Study Times", a journal of the Party School of the CPC Central Committee.

Li Junru notes that Party central authority has scored a lot of new achievements in Party building since the previous national congress, which He Yiting, deputy direction of the Policy Research Office of the CPC Central Committe, summarized as "new headway in 10 spheres". They include, among others, unfolding activities to educate the CPC members in retaining their advanced character, pushing ahead the building or development of the study-type political party, going in for the inner-party democratic construction, developing inner-party democracy, improving the CPC members' conduct and building a clear government, still bettering the Party's leading and governing methods, and further improving the inner-Party supervision.

If the "improvement of cadres' work style" proposed by CPC general secretary and President Hu Jintao at the Seventh Full-Member meeting of the CPC Central Commission for Discipline Inspection and the fostering among leading officials an increased sense of anxiety or of urgency, and a sense of being public servants to people and a sense of thrift he proposed at the annual sessions of the National People's Congress and the National Committee of the Chinese People's Political Consultative Conference in March 2007 are incorporated, they can be termed as the "overall major progress in 11 spheres".

Attention given to the self-development of CPC organizations represents a fine tradition of the Party, said Li Junru. He acknowledged that late Chairman Mao Zedong cited the Party building, the United Front and the armed struggle as the three magic weapons of the Chinese revolution, and they remain vital magic weapons till the new era of reform and opening to the outside world in the past two and a half decades since the late 1970s.

The CPC will retain its advanced character and forever be in an invincible position through its hard efforts to implement these measures assiduously and comply with the tide of the times and to defy and reject corruption and guard against and combat degeneration and degradation, Li Junru said.
