A Hong Kong man sent a cell-phone text message through a roaming service when he was in Japan, and his wife received it 700 times, resulting in a HK$1,500 (US$192) service charge.

According to the man's complaint, filed with the Consumer Council, even after his wife shut down the cell phone, the message restarted when she turned it on again.

The Consumer Council said complaints related to cell-phone messages have increased by 19 percent from January to November last year.
