Four key issues at APEC ministerial meeting(Bernama.com)Updated: 2006-11-13 09:59 Four key issues will be discussed at the 18th Asia Pacific Economic Cooperation (APEC) Ministerial Meeting to be held in Hanoi, Vietnam, on Nov 15 and 16, 2006. The Ministry of International Trade and Industry (MITI) said in a statement Friday that the ministers will review the current status of negotiations at the World Trade Organisation (WTO) and consider measures to move forward the negotiations. Another issue is the implementation of the Hanoi Action Plan to implement the Busan Roadmap, with timeframes for activities towards the Bogor Goals of a free and open economy by 2010 and 2020 for developed and developing members respectively. Under the third issue, the ministers will assess the outcome of Trade Facilitation Action Plan 1 to achieve the target of reducing transaction costs by five percent from 2002 to 2006 and a framework for taking forward the next phase of trade facilitation work from 2006 to 2010. On regional trade arrangements (RTAs) and free trade agreements (FTAs), the ministers will consider model measures on RTA/FTA chapters such as trade in goods, trade in services, rules of origin, transparency and e-commerce for adoption this year. These model measures will serve as guidelines or best practices for APEC members negotiating RTAs or FTAs. The ministers will also discuss a range of other issues that affect trade and investment, and consider appropriate individual and collective actions to be taken by members. These include technical cooperation and capability building, intellectual property rights, anti-corruption and transparency, counter terrorism and secure trade, avian flu and other health security matters, disaster preparedness, and energy security and high oil prices. |
