An anti-smuggling staff with the Haikou Customs of south China's
Hainan Province jumps onto a boat of "suspected smugglers" during an
anti-smuggling drill in the South China Sea July 27, 2006. The Haikou Customs
takes on the anti-smuggling task in an area of over 2 million square kilometers,
including the Beibu Bay in south China and the South China Sea, the largest sea
area compared with other anti-smuggling departments in China. Equipped with
top-ranking anti-smuggling facilities, the Haikou Customs bears high-class
