Mayor: Taiyuan need policy support

Despite ambitious plans he presented, Zhang also has a lot to work for.

The annual income of Taiyuan government is about 16 billion Yuan (US$2 billion), among them only 5 billion Yuan are disposable to the provincial capital, according to Zhang.

This is a small figure comparing to its compartners in most of Chinese province. And the mayor has over 200,000 laid-off workers to feed.

With a stringent fiscal condition, Zhang promises he won't sacrifice the environment for investment.

"I rejected a thermo-power plant investment last year, which was worth billions of Yuan," Zhang said, highlighting the position of environment protection in his long-term development plan.

"I won't allow the stupid things of trading environment for growth to happen inside my tenure."

The mayor said he is still feeling a little regretted for the city's waterfront park, which costs thousands of millions to build.

"The night view there is more pretty than in the day, because we still have some pollution here."
