The business environment optimization and investment promotion conference of Baoshan district was held in Shanghai on Wednesday. During the conference, 36 key projects with a total investment exceeding 30 billion yuan ($4.1 billion) were signed and implemented, while major projects with a total investment of nearly 100 billion yuan commenced construction.

An official from the district announced that in the new year, Baoshan will enhance the integrated innovation pilot of investment promotion services, actively creating a business environment tailored to the unique requirements of industrial innovation and development.

To create a favorable business environment, Deputy District Governor Xiao Gang has introduced key measures for optimizing the business environment in Baoshan district in 2025.

This includes launching special actions to assist enterprises, improving basic government services, and introducing a "one-stop" service to attract and retain talent. This service aims to provide a platform for enterprises with market-oriented talent attraction needs to interact face-to-face with district human resources service agencies, receive one-on-one consultations, and develop personalized talent attraction strategies for businesses.

Furthermore, the district will carry out special actions to protect enterprises and enhance the quality and efficiency of regulatory inspections, achieve a reduction in the quantity of administrative inspections related to enterprises while improving their quality without causing disruptions to businesses.

Also, the district will implement a special initiative to support businesses, such as exploring the establishment of a "one-stop" enterprise value-added service zone within district government service centers to enhance online and offline intelligent assistance services. The district will also focus on key areas such as industry, policies, laws, and innovation to provide enterprises with tailored, one-stop services including legal, financial, talent, innovation, and international trade support.
