Plan promotes development of Beijing's digital economy by rule of law

A three-year work plan on promoting Beijing's digital economy by rule of law was unveiled on Thursday in a bid to help the capital meet its practical needs in the data industry.

The plan, consisting of 22 measures, was issued by the Beijing High People's Court at the Forum on Intellectual Property and Digital Economy Development, a sub-forum of the Global Digital Economy Conference 2023.

While calling for intensified efforts to deal with cases involving core technologies, such as artificial intelligence, big data, cloud computing, integrated circuit and critical software, the plan also requires judges to pay closer attention to disputes concerning digital health and autopilot.

"The plan highlights strong legal support for protecting intellectual property rights in these technology-related fields, and it also urges courts to do more research on new problems regarding digital health and autopilot to participate in relevant regulation formulation," Ren Xuefeng, vice-president of the high court, said while unveiling the plan at the forum.

In addition, courts across the city should further improve the legal mechanisms protecting patents and business secrets to guarantee the rapid development of the digital economy, he added.

A number of representatives from domestic and foreign IP-related administrations, courts and enterprises also participated in the forum, exchanging their ideas and suggestions on how IP can empower digital economic development.
