China eyes tweaks to fair competition review system


China will further improve its fair competition review system to accelerate the building of a unified domestic market that is efficient, rules-based, open and encourages fair competition, the country's market regulator said on Friday.
The State Administration for Market Regulation said it will solicit public opinion on a draft version of the regulation on fair competition review starting Friday.
The regulation will further fine-tune stipulations regarding market access and exit, free flow of goods and factors, factors affecting production and operation costs and factors affecting production and business behavior.
It will also further optimize handling of exceptions to provide guidance in a well- focused manner, and establish a fair competition review system for major policy measures at the local level on the basis of self-review.
The fair competition review system was established in 2016, has advanced the construction of a unified domestic market and enabled better alignment between an efficient market and a facilitating role of the government, the administration said.
However, it added, during implementation of the system, inadequate review contents, unsound review procedures and insufficient institutional restrictions have been brought to the fore.
Regulation to further improve the fair competition review system and consolidate the primary role of fair-competition policies is therefore needed, the administration concluded.
