China will boost security precautions at the grassroots level and prevent the occurrence of extreme crimes, a senior official of legal affairs said.

Social matters at the grassroots level are vital to the stability of the country, so law enforcement officials will continue to take a firm stance against crimes that cause the public most concern, Chen Yixin, secretary-general of the Commission for Political and Legal Affairs of the Communist Party of China Central Committee, said on Monday.

"We also need to step up efforts to better ease and regulate channels for people to air their concerns and have their rights protected so their problems can be solved before situations escalate," Chen said at a news conference elaborating on a report to the 20th CPC National Congress.

Furthermore, the administration of key industries and areas will be enhanced so that potential risks and problems can be discovered in a timely manner, he added.

"Psychological counseling will be provided and intervention measures will be offered at the grassroots level to help the public maintain a positive mindset so that the occurrence of extreme crimes carried out by individuals can be prevented," Chen said.

He added that the country will improve the reward system for good Samaritans so that helping others can be a common social practice.
