1988: The State Council decided to open more cities and counties in coastal areas for economic development. Newly-designated zones include the provincial capitals of Hangzhou in Zhejiang, Nanjing in Jiangsu, and Shenyang in Liaoning, in addition to 137 other cities and counties.
