-- The First National People's Congress, New China's legislature, convenes its first session and approves the first Constitution of the People's Republic of China.

-- On April 19, Zhou Enlai, China's premier and foreign minister, heads a 200-member delegation to attend the Geneva Conference. The conference is an important confab on such international issues as peace in Indochina and the Korean Peninsula.

-- Public-private partnership starts in September after the release of a relevant regulation.
