"New Beijing, Great Olympics" means mass participation, everybody's experience of the Olympic Spirit and the joy brought about by the Olympics, according to Liu Qi, president of Beijing Organizing Committee for the Games of the XXIX Olympiad (BOCOG).

He made the remarks at a session of the Beijing Municipal Committee of the Chinese People's Political Consultative Conference (CPPCC) on Saturday.

During the three-hour meeting, 31 members of the committee set forth their views on wide-ranging issues such as the even development of education, the management of the migrant population, the Olympic preparations, the construction of the internet industry and the development of the private sector.

"We need to turn the preparations for the Olympic Games into an opportunity to upgrade the living standards of the people, and this is a special feature of the Beijing Olympics," he said, thereby confirming the proposals of committee members.

Liu, also member of the Political Bureau of the Central Committee of the Communist Party of China (CPC) and secretary of the Beijing Municipal CPC Committee, said that Beijing is currently engaged in a city-wide campaign called "Welcome the Olympics, Improve Manners and Create a Sound Social Environment." The city has put forward the slogan "I join the Olympic preparations, I contribute to the Olympic Games and I enjoy the Olympic Games," with a view to display a new civilized city and a harmonious society to the world, Liu said.

Beijing should become a first-rate city in building a harmonious society, which requires the government to earnestly perform its public service functions, he emphasized.
