Kunming National Hi-Tech Industries Development Zone

Approved by the State Council in 1992, the Kunming National Hi-Tech Industries Development Zone is the only nationally designated high-tech zone in Yunnan province.
In 2011, the zone achieved a total revenue of 108.86 billion yuan ($17.69 billion), a net increase of 18.26 billion yuan year-on-year. The output value of industries above a designated size totaled 57.6 billion yuan, and the industrial added value reached 12.05 billion yuan, an increase of 28.2 percent year-on-year. The total volume of tax and interest of industries above a designated size was 2.95 billion yuan, up 35.3 percent year-on-year. Investment in industrial fixed assets was 7.99 billion yuan, an increase of 41.2 percent over the previous year. Total imports and exports reached $520 million. Local general budget revenue increased by 330 million yuan to 1.48 billion yuan, up 28.8 percent from the previous year. With revenue increasing steadily, total financial revenue reached 3.58 billion yuan, up by 33.3 percent year-on-year, or 890 million yuan. The revenue from government-controlled funds reached 2.64 billion yuan (renovation of the urban village included), up by 243.7 percent over the previous year.
To attract foreign businesses and investment, the zone has adopted 46 policies in four respects: rewarding both Chinese and foreign enterprises, supporting concerned projects, tax concessions and industrial development. It has also set up three departments for promoting investment and one team for key project supervision. Investment will be attracted focusing on targeted industries, and service centering on projects will be strengthened. By the end of 2011, there were 5,353 enterprises in the zone, three of which had annual revenue over 10 billion yuan, 11 over 1 billion yuan, and 54 over 100 million yuan. Many global top 500 companies and Chinese top 500 companies as well as plenty of competitive industrial projects have established their offices there, injecting vitality to the development of the zone and promoting the growth of the local economy.
Since April 1, 2008, the zone has comprehensively exercised its municipal regulative rights in terms of the construction and development of the New Kunming New City, a new and high-tech industrial base in Majinpu town (now the sub-district office of Majinpu), Chenggong district, southeast of Dianchi Lake. The New City base has been completed with a conceptual plan of 86.88 square kilometers along with the regulatory plan of the industrial district of 42 square kilometers and the urban plan of CBD of 4 square kilometers. This new urban area, once completed, will be an ideal home for a population of over 200,000 people, which integrates living, business, tourism and relaxation. There are more than 60 projects with a total investment of over 20 billion yuan under construction, with some already up and running.
The zone has set up 14 national innovative bases and five national engineering technology centers. There are 51.5 square kilometers of incubation area where over 710 enterprises have been incubated. The zone has undertaken more than 20 projects of the National 863 Project, the national pilot project for the industrialization of high technology, and the National Torch Plan Project. With 149 high-tech enterprises, the zone boasts 40,630 talents with all kinds of expertise and 1,701 patents. In 2011, the zone completed specialized planning of industries with local advantages – such as the non-ferrous, rare and precious metal industries; the bio-pharmaceutical industry; the equipment manufacturing industry; and the water science and technology industry. Among the industries, the former two have realized industrial value of 50.08 billion yuan and 13.05 billion yuan, accounting for 57 percent and 15 percent of the total industrial value of the zone, respectively. In addition, marked progress has been made in water science and technology, environmental protection, and equipment manufacturing industries.
During the 12th Five-Year Plan period, the zone aims to develop into an internationally-known first-class high-tech zone. In terms of economic development, it will both expand its scale and promote endogenous growth, keeping each economic indicator at an increase rate of no less than 30 percent so as to ensure revenue of more than 180 billion yuan and, hopefully, 200 billion yuan in 2015. The zone also plans to realize a total industrial value of more than 120 billion yuan, with the added value of industries above a designated size of 38.8 billion yuan and total financial revenue of 8 billion yuan. In terms of social courses, it aims to realize urbanization of 90 percent of the controlled area so as to form a complete security system of science, education, culture and health-care, and provide people with well-developed social services.
Led by the characteristic industries, the zone will strengthen the carrying capacity of its infrastructure, promote independent innovation, and introduce more businesses to realize leap-forward development. Based on the industries of new material, bio-pharmacy and electric equipment manufacturing, the zone will promote the development of emerging industries such as water science and technology, energy conservation and environmental protection, electronic information and innovative cultural industries. They will cultivate an industry cluster with a long industrial chain, as well as high technology and distinctive advantages so as to enhance its core competence.
