The central business district (CBD), with the Diamond Mall as the center, is located in the urban areas of Urumqi city. It sits to the east of Beijing Road, a trunk road of the city, with its back against the Liyushan Park.

It features marvelous environments and convenient traffic conditions. Along with the expansion of the Urumqi urban areas, the quarter has become a part of the downtown region. It has all kinds of service facilities in stock. The CBD gathers social resources for technology information, economy and trade, talents and finance. It gives priority to developing the headquarters economy and materializing the service capacity of the high-tech industrial zone.

From the north to the south, the CBD revolves around the PCG Mansion, Wancai Mansion, Meike Mansion, Jinbang Mansion, Chuangye Mansion, Yema Interstate Torch Mansion, Yintong Mansion, and Ivory Office Building. It hosts the headquarters of a large number of world top 500 and domestic top 500 companies, including PetroChina, Sinopec, and Markor Home. This are listed companies or those with over 100 million yuan in annual output values. So far, nearly one half of the companies in the high-tech industrial zone have gathered in the CBD, making the region the most important industrial gathering site of the city.
