In addition to compulsory fees by the State, the autonomous region and the Urumqi municipal governments, any company moving into the northern part of the Urumqi high-tech zone will be exempt from being levied from all expenses by the financial authority.

These fees consist of those for: constructing municipal infrastructures; engineering quality supervision fees; special fees for wall renovations; labor contract licensing fees; temporary road application charges; voluntary tree planting charges; urban domestic waste disposal fees; road excavation repair fees; and health preventive treatment and epidemic prevention fees during the construction period.
