The Joint Declaration on Pioneering in the Implementation of Innovation-Driven Development Strategies of National High-Tech Zones was officially published in Wuhan on Nov 8, 2013.

As a trendsetting pathfinder and leader, the Urumqi High-Tech Industrial Development Zone was successively recognized as a national innovation base for promoting trade through science and technology, a PV power generation equipment industrial production base using new and high technologies, an industrialization base for the modern service industry, a demonstration base for e-commerce, a pilot zone for intellectual property and a pilot site for talent management reform in Xinjiang.

Optimizing the industrial structure and developing strategic emerging industries

Xinjiang has established the goal of synchronizing with the state in the proportion of added value of strategic emerging industries in GDP by 2015 and 2020. The Urumqi High-Tech Industrial Development Zone is the core carrier for Xinjiang to foster and develop strategic emerging industries.

The industrial park at the north area of the zone has successfully transformed and upgraded. Today, it has gathered over 95 percent of bioengineering and pharmaceutical enterprises with output value accounting for 80 percent of pharmaceutical enterprises in Xinjiang, becoming a gathering place of the bioengineering and pharmaceutical industry in Xinjiang.

As the main front for Xinjiang to foster and develop strategic emerging industries, the Urumqi High-Tech Industrial Development Zone launched the science and technology project for strategic emerging industries together with the autonomous region's science and technology department on Aug 13, 2013. As a result, a science and technology R&D project was jointly set up through the concerted efforts of the zone and the department with project investment totaling 192.85 million yuan.

Through several years of support and fostering, strategic emerging industries like information technology, bioengineering and pharmaceuticals, new energy, new materials, equipment manufacturing, and energy conservation and environment protection have enjoyed strong momentum of development in the Urumqi High-Tech Industrial Development Zone.

They have become a powerful engine for long-term, steady and fast economic growth. Currently, a characteristic industrial pattern featuring "5+1" supported by new energy, new materials, bioengineering and pharmaceuticals, equipment manufacturing, coal electricity and coal chemicals, and modern services has taken shape in the Urumqi High-Tech Industrial Development Zone.

Improving the innovation service platform and accelerating the commercialization of research findings

The high-tech incubator is an institution that accelerates the industrialized development capacity of high-tech enterprises and projects as well as the promotion of the commercialization of research findings.

Currently, the Urumqi High-Tech Industrial Development Zone owns four major professional incubation platforms, including the Business Incubation Center, Xinjiang National University Science Park, Baihua Village Software Park, and Central Asia Sci & Tech Cooperation Park.

As a national high-tech business incubator and the biggest comprehensive high-tech business incubator in Xinjiang, the Business Incubation Center of Urumqi High-Tech Industrial Development Zone has contributed greatly to the commercialization of research findings and scientific and technical innovation of the Urumqi High-Tech Industrial Development Zone.

To better improve the professional services of the incubator and make it more viable and attractive, the Urumqi High-Tech Industrial Development Zone proposed the construction idea of "one center and multiple parks" to build a bioengineering and pharmaceutical professional incubator in the industrial park at the north area of the zone with the Business Incubation Center as a comprehensive incubator.

It will foster a professional incubator cluster covering 300,000 square meters with the Business Incubation Center as the core and the bioengineering and pharmaceutical incubator, electronic information industrial park and creative industrial park developing jointly in the next three to five years to come.

On the basis of "developing a strategic alliance for the Central Asia market among China’s high-tech industries," the Urumqi High-Tech Industrial Development Zone has gradually made its way to the Central Asia market. It exports high-tech projects and enterprises to Central Asia through the construction of Central Asia Sci & Tech Cooperation Park, the building of the innovation base for promoting trade through science and technology, and the opening of the SME e-commerce platform facing the Central Asia market.

As the first "national pilot zone for intellectual property" approved and accepted in Xinjiang, the Urumqi High-Tech Industrial Development Zone has continuously improved its creativity of intellectual property through various means like policy and financial support.

In recent years, the patent application number of Urumqi High-Tech Industrial Development Zone has increased by 75.9 percent with an average annual growth rate of 32.7 percent, accounting for 31.6 percent of the whole city.

Enhancing policy support and improving independent enterprise innovation capacity

The Urumqi High-Tech Industrial Development Zone has successively issued a series of reward and incentive policies to promote enterprises to deepen reform and independent innovation, ranging from encouraging scientific and technical personnel to start their own businesses and encouraging enterprises to carry out technical innovation to give priority to the development of strategic emerging industries. In 2013, the Urumqi High-Tech Industrial Development Zone invested 128 million yuan in science and technology, an increase of 28.9 percent year-on-year.

Innovating the talent development mechanism and accelerating the building of a scientific and technical talent team

After several years of effort, the scientific and technical talent team of Urumqi High-Tech Industrial Development Zone has improved in both structure and quality. The Urumqi High-Tech Industrial Development Zone has fulfilled its preferential policies regarding scientific research funds, settlement subsidies, financial guarantee and so on for talent, which has attracted a large number of high-end and urgently-needed talent to come to the Urumqi High-Tech Industrial Development Zone for innovation and entrepreneurship.

With the innovative talent mechanisms and preferential talent policies, the Urumqi High-Tech Industrial Development Zone has gradually become a gathering place of innovative scientific and technical talents in Xinjiang. It has been named the only national demonstration base for innovative talent training by the Ministry of Science and Technology.

Establishing an investment and financing system for scientific and technical innovation and building a sound innovation environment

The Urumqi High-Tech Industrial Development Zone has taken full advantage of the high-tech incubation platform and preferential policies and continuously improved the entrepreneurship financial system to meet the diversified effective financial demands of innovative enterprises.

In 2008, the Urumqi High-Tech Industrial Development Zone took the lead in setting up a high-tech investment guarantee company in Xinjiang with the main client base targeting scientific and technical SMEs and pioneering to carry out intellectual property pledge business in Xinjiang.

Meanwhile, it furthered cooperation with financial institutions like commercial banks and the Bank of Communications to acquire more credit funds and expand the financing channel for small and medium scientific and technical enterprises.

After three years of effort, more than 300 financial enterprises have moved to the zone. In addition, over 400 enterprises with registered capital reaching 30 billion yuan have been established in the Urumqi High-Tech Industrial Development Zone by 2013.

By the end of 2013, with the Xinjiang Equity Trading Center settled and established in the Urumqi High-Tech Industrial Development Zone, it went worked towards the goal to build a financial innovation center and a strategic investment platform in Xinjiang.
