2015 action plan on pilot work for comprehensive supplementary reform

Shanxi recently issued a 2015 action plan on pilot work for comprehensive supplementary reform for national resource-based economy transformation. The province has listed 20 major reforms, 20 major events, 80 major projects and five major subjects. It will strive to make new breakthroughs in industry transformation, ecological restoration, urban and rural overall planning, and public livelihood improvement.

6 Shanxi will promote financial sector reform.

7 Shanxi will deepen science and technology system reform.

8 Shanxi will promote land management reform.

9 Shanxi will conduct innovations to improve the ecological environment compensation mechanism.

10 Shanxi will push ahead water resource paid use system reform.

11 Shanxi will deepen education system reform.

12 Shanxi will improve the employment and entrepreneurship promotion mechanism.

13 Shanxi will deepen income distribution system reform.

14 Shanxi will push forward highway construction and operation management system reform.

15 Shanxi will promote rural property rights system reform.

16 Shanxi will conduct poverty alleviation and development mechanism innovation.

17 Shanxi will deepen investment system reform.

18 Shanxi will promote the authority and responsibility lists system.

1 Shanxi will fully promote construction of 10 major projects, including the development of railways, highways, low heat value coal and water conservancy infrastructure.

2 Carry out pilot work on coalbed methane mining right examination and approval system reform.

3 Carry out pilot work on steam coal derivatives trading.

4 Promote comprehensive energy base construction in Shanxi.

5 Promote relocation and renovation of old urban industrial zones.

6 Accelerate coal mining subsidence area governance.

7 Improve the industry innovation chain and implement major scientific research projects.

8 Strengthen local government debt management.

9 Boost credit system construction.

10 Promote real estate unified registration.

11 Advance the system where polluters cover full payment.

12 Promote balanced public resources allocation between urban and rural areas.

13 Carry out pilot work on new comprehensive urbanization.

14 Promote urban integration between Taiyuan Jinzhong.

15 Build a new agricultural management system.

16 Make overall plans for construction of various parks across Shanxi.

17 Deepen regional cooperation and opening-up to the outside world

18 Promote rapid development of the cultural industry.

19 Conduct tourism management system innovation.

20 Implement the transformation and comprehensive reform statistical indicator system.

 

80 major projects 

Shanxi will push ahead 80 provincial transformation and comprehensive reform projects in 2015, including 10 landmark projects, 49 projects being carried over from 2014 and 21 new projects.

Five major subjects

Shanxi will carry out a study of the new opening-up model in grabbing the national "One Belt and One Road" strategy.

Shanxi will develop an innovation-driven strategy carrier and mechanism research. 

Shanxi will study a cost-sharing mechanism for the "citizenization" of people transferred from agriculture industry. 

Shanxi will improve research of the employment promotion mechanism. 

Shanxi will study its transformation and comprehensive reform goals, as well as promotions methods, in different stages.
