The city of Changsha in Hunan province officially launched its mobile client service under the name of “residents’ photo report” on Dec 1. Changsha Vice Mayor Yao Yingjie attended the launch ceremony.

From now on, residents in Changsha can take pictures of urban management problems they come across, and then upload the pictures to the online platform of the city’s urban management supervision and command center through a mobile app.

Once a photographed issue is adopted as an effective case, the author of the photo will be awarded with a phone bill deposit of between two and 100 yuan ($16.26).

Residents can download the “residents’ photo report” mobile client from the website of Changsha’s City Administration and Law Enforcement Bureau (cgj.changsha.gov.cn). The mobile client is only available for Android-based smartphones at the moment. The version for iOS is currently under development and will be available for download soon.

After a real-name registration on the app, the residents can take photos or videos on four types of urban management issues such as environmental sanitation, urban images and orders, illegal buildings, and manhole cover losses.

When the contents have been uploaded to the online platform, they will be classified and delivered to related functional departments, and the handling results will be returned in one week.
