Policy Options on Improving Supplies of Inclusive Childcare Services (No.204, 2021)

Abstract: Currently, demands for childcare services in China are still great while the service shortage problem has not yet been eased. In the next decade, it is indispensable for China to improve supplies of childcare services, especially inclusive services. According to the findings of field surveys, costs for childcare service facilities of different scales and types in different regions demonstrate great gaps. To better meet growing demands for childcare services and achieve targets as scheduled, efforts are needed to make the input for facilities in place as soon as possible to effectively increase the supplies of inclusive childcare services. Therefore, the authorities are supposed to improve preparatory planning before making input, give full play to the leading role of public childcare institutions, support inclusive institutions to provide fundamental service guarantee and facilitate the operation of non-inclusive ones as a supplement. Related government departments also need to set appropriate proportions of input by the central and local governments in childcare service facilities, bring the roles of social communities, government organizations, enterprises and other public institutions into full play, and focus more on capacity building and improve both the quality and quantity of childcare service providers and service workers.
