Modernizing Industrial Chains: A Case Study of the System of Industrial Chain Commissioners Across Zhejiang Province (No.203, 2021)

Abstract: The stability of industrial and supply chains is important for driving smooth circulation of domestic economy and building new development landscape. To better cope with external changes and avoid the breakdown of industrial chains, the Zhejiang provincial government has implemented the system of industrial chain commissionerss across the province guided by governmental regulation and market-oriented mechanisms, which has developed referable experience through practices. The experience includes selecting key industrial chains that have developed large market shares, setting specific responsibilities for commissioners in line with features of different industrial chains, and developing operation mechanisms for coordination. It has also promoted the upgrading of industrial chains through demonstration and provided all-encompassing supporting policies. While the system of industrial chain commissioners still needs improvement, it can shed a light on improving the modernization of industrial chains. The government can adopt dynamic digital monitoring mechanism to prevent risks of industrial chain breakdown in a more targeted manner, promote nationwide coordination of industrial chains, boost cross-chain integration, and improve the environment for industrial innovation. Efforts are also needed to promote the effective integration of government regulation and market-oriented mechanisms and enhance the support for industrial chains.
