Abstract: In order to properly handle the relationship between giving full play to rural comparative advantages and maintaining the self-sufficiency rate of key agricultural products, we need to ensure domestic supply by making overall use of both the domestic and international markets and resources at home and abroad, exploit locally featured agricultural resources in different areas, and guide the layout of rural areas in accordance with the national policy and the principle of comparative advantages. In order to deal with the relationship between expanding the scale of agricultural business, optimizing the layout of villages and promoting the citizenization of migrant workers, we need to mainly focus on the issue of migrant workers’ citizenization, promote the migration of farmers from rural to urban areas in an orderly manner, and formulate the development strategies for migrant workers according to the flow radius. In order to address the relationship between developing the rural economy of “new industries, new types and new business models,” improving the rural population structure, and expanding the openness of collective property right structure of the rural land, we need to deepen reforms of the rural construction land management system and the rural homestead system. In order to balance the relationship between increasing the input in rural revitalization and improving the efficiency of resource allocation, we need to adopt a macro perspective on history and systems, and dialectically look at the necessity and values of investing into rural revitalization.
