High-Quality and Green Development for Resource-Rich Areas in Yellow River Basin: The Focus of Work Is Laid on System Innovation (No.60, 2021)

Abstract: The central part of Yellow River basin is an energy resource-rich region whereas its ecological environment is fragile with tangible contradictions between development and reservation and such an issue calls for urgent measures for solution. Based on a field survey on the Hi-Tech Zone of Alxa League in Inner Mongolia Autonomous Region, this paper makes an in-depth analysis of the above-mentioned problem. This region is rich for its abundant mineral and energy resources and its industrial structure is dependent on energy and heavy industries. Besides, the region, serving as an ecological security shield in northern China, plays an important role in desertification control and the reduction of sand flow into the Yellow River. The initial extensive development pattern is no longer sustainable as it hinders the realization of ecological preservation and high-quality development of Yellow-River basin. The 14th Five-Year Plan period is crucial to the upgrading and transformation of industrial structure, and efforts are needed to address the key short links in water ecological security. To this end, this paper offers the following policy options. The green development concept needs to be incorporated into relevant plans and systems bolstered by top-level design and institutional mechanisms for green development need to be refined. Regional green transformation needs to give prominence to concentrating on system innovation to enable the implementation of advanced concepts shored up by proper institutional mechanisms in a bid to realize the mutual promotion of preservation and development.
