Abstract: In recent years, China’s new-type urbanization drive has made important progress in terms of production factor clusters, industrial development, public services, land use, spatial layout and the relationship between man and nature. In the new phase for development, urbanization drive is facing multiple new problems and challenges as the conditions and tasks for development have changed greatly. The in-depth adjustments of economic structure have led to the transformation of pillar industries in cities. The ineffective governance of big-city maladies coupled with impotent development for some small- and medium-sized cities needs to be addressed. Income distribution within cities sees a widened gap. Cross-sectoral attributes of public affairs have become tangibly prominent. Therefore, urbanization drive in the 14th Five-Year Plan period needs to be advanced with an efficient, inclusive, sustainable and resilient approach, taking the building of city clusters and metropolis clusters as the main task. By promoting integrated regional development and improving productivity pattern, a new urbanization model needs to be formed, boasting both positive competition and horizontal coordination between different areas.
