Abstract: As China will, as scheduled, host the 15th UN Conference on Biological Diversity in 2021, it is necessary to actively promote international implementation and mainstreaming project relating to biodiversity conservation. The management of natural resources is the major measure for biodiversity conservation. Incorporating biodiversity into natural resources management can promote conservation at a higher level and in a more systematic manner, which is in line with the basic principle of ecological conservation in China. Survey and monitoring are the basic methods for scientific protection and utilization of natural resources. It is advisable to incorporate biodiversity into the survey and monitoring of natural resources. Based on the present working performance, we need to combine the demand of biodiversity conservation and utilization with the basic logic and stance relating to natural resources survey and monitoring. By conducting targeted survey, we need to design an index system to reveal various aspects of biodiversity in a quick, accurate and concise manner, make clear the specific monitoring methods and techniques and roll out a reasonable organization way and funding mechanism. In view of the complexity of the actual work, national parks and community-based and non-profit conservation lands could be used for pilot practice.
