Policy Options on Strengthening Government Data Integration (No. 219, 2019)

Abstract: The government data integration work at national level in China has made great progress, but there are still some issues to be addressed. For example, the original information cognitive management system is increasingly losing its value and function, the inadequate top-level design directly impedes effective integration of government data, and the government data integration lacks effective theoretical and technical methods and related laws, and relevant rules and regulations and institutional arrangements are not in place. In order to reinforce government data integration, efforts need to focus on the following aspects. We need to reconfigurate and innovate the informatization construction architecture based on the light informatization; we need to strengthen top-level design of e-government and government data; we need to establish and flesh out China’s e-government data management knowledge system, and realize the systematic, normalized and standard government data management; we need to make clear the open strategic roadmap of government data (public information and resources); and we need to enhance institutional building, especially in the areas of development promotion, standard support and technical support.
