The Scale Development of Agricultural Services in China: Difficulties and Policy Options (No.183, 2019)

Abstract: The changes in China’s agricultural structure and management modes in recent years have generated some effects relating to the scale development of agricultural services As a result, it has further proved that the enhancement of industrial competitiveness rests on the scale development of economic services. On the one hand, as the internal division of labor of rural households has become more appropriate, farmers’ demand for services in all sectors of agricultural production has been increased. On the other hand, the organizations and systems of agricultural production have changed and a large number of new agricultural operation entities has accordingly emerged. Such a change requires the further development of scale agricultural services. Based on an analysis of the current situation and existing problems of scale farming services, this paper proposes the following policy options. Relevant departments need to be aware of the present issues of small-scale farming, focus on key sectors of agricultural production, tap the potential of new agricultural service organizations and push ahead with the scale of agricultural services so as to realize the integration between small-scale farming and the modern agricultural development.
