Abstract: The Organization for Economic Co-operation and Development (OECD) is an inter-governmental international economic group composed of 36 countries with market economies, and its main function is to study and coordinate economic and social policies and promote the formulation of international rules. By taking a historical approach, this paper sorts out the evolution of OECD in the golden period, the prudent development period and the global development period, and analyzes its organizational structure, important status, operational features and functions, as well as the existing problems to be addressed. Through the research on the historical development and practical operation of OECD, this paper proposes some policy options on the construction of the Belt and Road Initiative-backed international cooperation mechanism. The Organization for Silk Road Cooperation and Development along the Silk Road (OSRCD) needs to be established at an appropriate time in a three-dimensional way and become promoted step by step; it’s necessary to weaken the dominant color of China in order to avoid from getting a restrictive label; and efforts need to be made to build an authoritative database by countries along the Belt and Road routes and countries participating in the joint construction of the Initiative.
