Building Service-oriented Intelligent Government in the Age of Digital Economy— Based on Experience of Hangzhou Future Sci-Tech City

Of the four most famous future sci-tech cities in China, the one in Hangzhou started latest, but it excels in many aspects, including innovation platform, innovation input, innovative talents and development quality. We recently conducted a survey at the Hangzhou Future Sci-Tech City and concluded that this unique landmark is a perfect illustration of the coordinated development of “innovative enterprises + innovative park + innovative government”. Especially regarding the innovation in government service, the local government, leveraging the “corporate data brain”, has blazed out a new path of government serving enterprises that fits the age of digital economy through innovation and data. As a result, government services go from being “extensive” to “intelligent”, policy support changes from “pushing” to “enabling”, park development shifts from being “scattered” to “integrated”, and corporate pursuit turns from “favorable policy” to “favorable ecology”.

I. “Corporate data brain” Upgrades the Sci-Tech City

Officially established in 2011, the Hangzhou Future Sci-Tech City has a planned area of 123.1 square kilometers, including 49.5 square kilometers of key construction areas. It is Zhejiang Province’s high-end talents hub, pilot zone of institutional reform, and demonstration zone for independent innovation, and is one of the country’s four major future sci-tech cities designated by the Organization Department of the CPC Central Committee and the State-owned Assets Supervision and Administration Commission of the State Council. In 2016, Hangzhou Future Sci-Tech City was approved as one of the first demonstration bases of “mass entrepreneurship and innovation” (the only one in Zhejiang) and a central zone that would play a demonstrative and leading role in the development of a scientific innovation corridor in western Hangzhou. It is also a pioneer of digital economy, source of innovation and paragon of industry-city integration in the Yuhang District as well as home to the headquarters of Alibaba Group.

The leapfrog development of Hangzhou Future Sci-Tech City is primarily driven by all-round, high-level and powerful innovation. Especially regarding government service innovation, the Sci-Tech City, following the technical and policy trend of digital economy, launched the “corporate data brain” program in August 2017, and gradually created its own central nervous system (cloud computing), neuro-sensory system (IoT), and intelligent production and application (big data and AI).

On this basis, the “corporate data brain” has two core functions. One the one hand, it is the neural network of the Sci-Tech City (the big social network) that realizes man-man, man-thing, thing-thing information interaction. On the other hand, it is the cloud reflex arc of the Sci-Tech City’s brain (cloud brain) that gives fast and intelligent service responses. These functions will enable the city’s constant intelligent upgrade in the future.

The “corporate data brain” is significant in that by evaluating and screening data of enterprises in the parks on multiple dimensions, it is able to create a clear industrial “map” and “pyramid”. Such tools will give references for the government to provide targeted services for key enterprises and facilitate listing, enable government departments to better mobilize resources and administer and serve the enterprises by layer, and track and assess their performance.

1. Building standard database for enterprises.By making field tours to enterprises and using crawler to search for public data, the “corporate data brain” taskforce collected data from multiple sources, including departments of the administrative committee, departments of district government and those published by Internet companies. It matched, checked, updated and corrected all the data and input them to create the standard database for enterprises, which is the precondition for the data-sharing work mechanism and the foundation for big data application and intelligent analysis. At present, all 55 science innovation parks and 13,627 enterprises in the Sci-Tech City are connected with the corporate brain database that’s among the largest in domestic innovation parks. The corporate data are under standard management and interconnected. During phase one of the program, information about corporate registration, operation and management was basically straightened out and data format and standards were unified. Information about each enterprise consists of about 300 sets under ten categories. Based on correlation, comparison and analysis, more than 600,000 sets of analytical data of about 20 categories were generated, revitalizing the data assets and endowing them with value.

2.Building big data sharing platform.On the basis of data collection, Hangzhou Future Sci-Tech City established tabs of dynamic park development and corporate portrait, and screened and filtered the enterprises and promoted classified and layered management of them by calculating and matching the standard data. In this process, the interaction among government departments and between them and the enterprises proved highly positive, leading to deeper information sharing, breaking of data barriers and better data utilization. Four kinds of big screens for the Future Sci-Tech City, for the parks and for enterprises have been designed and developed, and those that have been put into use have received more than 10,000 visitors.

The data screens offer a “sand table” for the managers and decision makers and give relevant government departments of the Future Sci-Tech City a direct and clear view and judgment of the general development of the parks and enterprises. The corporate data brain can efficiently and comprehensively collect corporate data backstage, so that the users can have a full picture of the general trend of the enterprises as well as the developing trajectory of specific ones. It lays the data foundation for providing targeted services for them.

3. Enabling intelligent corporate analysis.Hangzhou Future Sci-Tech City established an overall evaluation model that grades the enterprises and analyzes their position on five dimensions - scale, developing level, profitability, financing ability and innovative ability. The model gives a comprehensive view of every enterprise’s developing status and tendency, makes intelligent analysis with the press of a button, conducts multi-dimensions analysis and follow-up assessment of enterprises, issues real-time warning against anomaly, and scientifically anticipates their developing trend. It also gives an overview of the whole region’s developing status and trend.
