Abstract: Constant integration of innovation and entrepreneurship with economic and social development in Hohhot city has strongly supported the economy of the city to advance with a high-quality development. Based on indicator systems including “Index of Innovation-Oriented Development of Urban Science and Technology” and “Index of Urban Entrepreneurship Incubation,” this paper gives an evaluation on the development of innovation and entrepreneurship in Hohhot city and a regional comparison between Hohhot city and the Hohhot-Baotou-Ordos-Yulin city clusters, some provincial capitals and municipalities in western China and cities in Beijing-Tianjin-Hebei region. The research findings show that some factors relating to resources, environment and performance in terms of innovation and entrepreneurship in Hohhot city still need further improvement. Therefore, the city government needs to improve financial support for innovation and entrepreneurship, optimize local business environment, build regional talent pools, boost the influence of local innovation-oriented enterprises and start-ups and take the initiative to adopt the strategy of coordinated development with Beijing-Tianjin-Hebei region. To improve innovation and entrepreneurship in Hohhot city, the local government needs to integrate local innovation and entrepreneurship resources, improve relevant services, create favorable business environment and enhance the performance of local innovation-oriented enterprises and start-ups.
