Abstract: The integration of urban-rural development is an important leverage to realize rural revitalization. Linyi city in Shandong province has carried out pilot practice on urban-rural integration development and achieved initial results. Its principal experience can be summed up in five aspects such as making the city play its role in driving the development of its surrounding areas, taking characteristic resources as the carrier, relying on township construction, taking infrastructure as the leverage, and taking human factors as the core driver. It needs to be pointed out that there are also some outstanding issues in the development of urban-rural integration relating to inadequate industrial integration, population mobility, public services and rural governance. Some of them are due to the difficulties caused by urban-rural differences themselves, and some are owing to the difficulties spawned by institutional barriers. The level of Linyi city's economic and social development is slightly lower than that of the national average. Its experience and difficulties are both typical. In view of these difficulties, corresponding policies need to be formulated to provide references for the establishment and improvement of the national institutional mechanism in terms of urban-rural integration and development.
