Abstract: The development of circular economy is an important pillar to shore up China’s endeavor to realize high-quality development strategy and establish a modern economic system. As a leading industry of circular economy, China’s waste resources recycling industry has registered a sound development in recent years, featured by enlarged industrial scale, improved recycling system, increased number of enterprise sectors, enhanced technical level, boosted employment-driven capacity and perfected institutional guarantee. While in the meantime, there are also some conundrums facing China’s waste resources recycling industry such as the relatively low overall development quality, inadequate development performance and limited value of the industry. Besides, some other problems to be addressed are as follows. Some people do not have a proper understanding of the importance of waste resources recycling industry, the political arrangements remain to be enhanced, the industrial system still calls for further development, the market system requires improvement, the overall technical innovation capability is not strong enough, the industrial administration is relatively weak and the risk prevention measures are insufficient. Work needs to be done to push ahead with the overall development of waste resources recycling industry on the basis of a correct understanding of the issues mentioned above.
