Urbanization in China: Prospects, Strategies and Policies

Since the reform and opening up, remarkable achievements have been made in China’s urbanization, but there are also some prominent problems. Focusing on these problems, in 2009, the Development Research Center of the State Council established a major project of “Urbanization Strategy and Policy Research with Chinese Characteristics”. The Research Team believes that in the next 10 years, China’s urbanization will continue to advance at a fast pace, and puts forward the general idea of promoting the healthy development of urbanization in China in the next 10 years. On the basis of this, the strategic emphasis of urbanization from the “12th Five-Year Plan” period to 2020 and the policy suggestions to promote the healthy development of urbanization are put forward.

This book consists of three topics and eighteen chapters.

General report: strategies and policies of urbanization with Chinese characteristics.

Special Report I: the path of urbanization with Chinese characteristics: connotations, characteristics and strategies. The first chapter of the report is about the course, trend and experience of urbanization development in the world; the second chapter is the study of coordinated development of industrialization and urbanization; the third chapter is about the current situation assessment and future prospects of urbanization in China; the fourth chapter is about the construction of urban system with urban agglomeration as the main form; the fifth chapter is about the institutional mechanism and recent policy priorities to ensure the healthy development of urbanization.

Special Report II: China’s sustainable modes of urban development. The first chapter of the report is the reflection on the main challenges and development modes faced by China’s urban development; the second chapter is the evolution of urban development modes abroad and the practice of sustainable urbanization; the third chapter is about the connotation, principles and objectives of sustainable urban development modes in China; the fourth chapter is about the adjustment and optimization of sustainable urban development mode and urban spatial layout in China; the fifth chapter is about constructing a transport mode conducive to sustainable urban development; the sixth chapter is about strategic ideas and policy framework to enhance the sustainability of urban development.

Special Report III: integration strategies and policies on urban and rural economic and social development. The first chapter is the study of peasants’ transfer to employment and citizenization in the process of urbanization; the second chapter is the study of peasants’ land rights and interests protection in the process of urbanization; the third chapter is the study of cultivated land protection in the process of urbanization; the fourth chapter is about the status quo, problems and suggestions of the development of small towns; the fifth chapter is the study on the evolution of the city-governing-county system and the reform of the province-directly-administrating-county system in the process of urbanization; the sixth chapter is about the relationship between the new rural construction and the promotion of urbanization; the seventh chapter is about the housing problems of migrant workers.
