Abstract: Objective evaluations of the higher education quality is a common practice for all countries to ensure and improve the quality of teaching in colleges and universities and to promote educational reform. It is not easy to accurately measure the quality of innovation and entrepreneurship-oriented education in colleges and universities due to its diversity, complexity and lagging effect. So far, there are no clear standards or index systems in China for making such evaluations. The quality assurance system of higher education formed by the long-term development of most developed countries is the basis for evaluating the quality of innovation and entrepreneurship-oriented education. The existing evaluation system has formed two kinds of index system, i.e. result evaluation and process evaluation, because of the difference of evaluation emphasis, evaluation targets and evaluation methods. The third party certification system and multivariate evaluation system are relatively common organizational mechanisms. China needs to take the evaluation quality as an important leverage to strengthen the reform of innovation and entrepreneurship-oriented education in colleges and universities. First, we need to establish a correct quality evaluation concept, attach importance to generality and flexibility, and explore the substantive equivalent standards which are in line with the international standards. Second, a comprehensive evaluation index system needs to be established to improve the effectiveness and sustainability of the evaluation. Third, we need to improve the organizational mechanism and optimize the application of evaluation results.
