Promoting Integrated Cooperation in Zhejiang Province: Approaches and Experience(No.132, 2017)

Abstract: The No. 1 Central Document 2017 highlighted the integrated cooperation of agricultural production, supply and marketing and rural credit cooperatives, which set the direction for the further promotion of cooperative economy. The Research Institute of Finance of DRC made a field survey on the pilot reform of cooperative economy carried out in some counties of Zhejiang Province and narrowed down their reform experience to some specific measures. Their major approach is that by forming scale effect and competitive advantage through bottom-up labor-organization combination, the relevant counties have motivated farmers’ initiatives through the provision of services, and enhanced cohesion through top-down supervision and services. The actual measures include: 1. Based on family farms and through demonstration projects, these counties have enhanced the combination of cooperative organizations; 2. These counties have integrated government service with the cooperation system though the combination of agricultural cooperatives at various levels; 3. These counties have provided integrated services including supply, production and marketing, and promoted the direct connection between production and consumption; 4. These counties have innovated the service system of rural credit cooperatives and improved the credit enhancement service system. The pilot reforms in Ruian city (a county-level city in Zhejiang province) and other counties indicate that this reform model has achieved remarkable success.
