Accelerate the Supply-side Structural Reform and Promote the Development of Traditional Chinese Medicine(No.129, 2017)

Abstract: The supply-side structural reform of the traditional Chinese medicine is the requirement of the supply-side structural reform during the 13th Five-Year Plan period. It is a major driver to promote the traditional Chinese culture and also an important measure to push forward the construction of “Healthy China” program. Currently, viewing from the supply-side reform, the policy of “promoting both traditional Chinese medicine and Western medicine” is not yet fully implemented, traditional Chinese medicine products and services are inadequate and fine quality resources are not well preserved. The supporting factors and development level of the traditional Chinese medicine are short of the needs of the times and the management of traditional Chinese medicine industry in various sectors falls far behind that of Western medicine. In the future, to achieve the national development target of traditional Chinese medicine during the 13th Five-Year Plan period, we need to systematically build a new system relating to traditional Chinese medicine service from three aspects including institutional structure adjustment, personnel training and the division of functions and powers. We need to improve the service ability of traditional Chinese medicine by upgrading factor structure including “personnel, technology, capital and land”, follow the industrial development trend and formulate relevant standards, laws and regulations for fleshing out the management of the traditional Chinese medicine.
