Policy Options on Establishing an Energy Management Mechanism Relating to the Belt and Road Initiative

The cooperation on energy involved in the Belt and Road Initiative carries great significance on guaranteeing China’s energy safety and accelerating the progress of the Initiative. To further the cooperation, the energy management mechanism should be strengthened. We should take advantage of the Belt and Road Initiative International Cooperation Summit and raise the proposal of establishing an energy management mechanism so as to gradually improve and implement the proposal and strengthen the institutional foundation for the Belt and Road energy cooperation.

The Belt and Road energy cooperation program bears great significance. First, the program will contribute to China’s energy safety. Second, it will fuel the development of the countries along the Belt and Road routes. Third, it will strengthen peace and stability of the regions along the routes. Fourth, it is favorable for obtaining some initial achievements and realizing the sustainable development of the Belt and Road Initiative.

To further the energy cooperation in the Belt and Road Initiative, energy management should be strengthened and taken as a top issue. First, we need to coordinate regional energy cooperation and make holistic plans. Second, rules and systems concerning regional energy cooperation should be settled. Third, new problems of this program still remain to be solved.

Basic principles and proposals for the Belt and Road Initiative energy management mechanism. First, we should establish an energy management mechanism from both the soft and hard aspects. Second, we should establish energy cooperation organizations. Third, the proposal of strengthening energy management mechanism should be raised at the Belt and Road Initiative Summit and be gradually fleshed out and implemented so as to lay a solid institutional foundation for energy cooperation.
