Policy Options on the Innovation of Water Quality Protection Mechanism for Water Source in the Mid-line Area of South-North Water Diversion Project(No. 118, 2016)

Abstract: Mechanism is a means to realize institutionalization. The water quality protection mechanism relating to water source in the mid-line area of the South-North Water Diversion Project has been established, but the coordination mechanism of water quality protection is just a temporary one; the multimodal water pollution prevention and control mechanism still lags behind; the health protection mechanism relating to rivers and lakes, the ecological compensation mechanism, the industrial transformation of green development mechanism and the price mechanism of water resource are all inadequate; the water quality protection measures are not fully implemented, and the water security is hard to be ensured. It is urgent to make innovation relating to water quality protection mechanism, in order to ensure the safe and efficient operation of the mid-line area project, so that the water quality can meet the standards. Therefore, it is suggested that efforts be made to actively promote the treatment of environmental pollution by the third party, make full use of the project to efficiently control the pollution, establish a “government Plus market” ecological compensation mechanism, take multiple measure to pay compensation for ecological damages, actively promote an integrated social and economic planning, build a unified monitoring network, improve the industrial transformation and green development mechanism, strive to achieve a win-win result of regional economic development and ecological protection, introduce a market mechanism, and realize a supply-and-demand-based and compensated use of water resources.
