The China Financial & Economic Publishing House published a book titled Overseas A Think Tank Think Tank Report - the World's Major Countries in January 2014. The book is written by the Overseas Think Tank Management System Research team, with the idea of helping China build new think tanks with Chinese characteristics.

Head of the research team was Wang Peiheng, director-general of the Institute of Public Administration and Human Resources of the Development Research Center of the State Council (DRC), with Li Guoqiang, the Institute's vice-director-general.

The book's preface, titled Greeting Spring in the Development of Think Tanks in China, was written by DRC minister, Li Wei, who points out that the book comes at just the right moment and is "nutrition" for the growth of Chinese think tanks. Li adds that it gives the latest, most systematic, detailed introduction to overseas think tank, available so far, in China.

The book is a study of data on six developed countries and three from BRICS (Brazil, Russia, India, China and South Africa) and is an elaboration on the development of think tanks and their operations, organization, and management. This makes it valuable for China's think tank development, in both theory and practice. The book also comes up with policy suggestions that could help turn Chinese think tanks into first-class ones,

Taking part in research and compiling the data for the book were researchers Li Lan, Chen Guotang, Wang Lijie, Tian Linlin, Yang Hua, Song Yijia, and Liu Yanling from the Institute, as well as Chen Bo, Xiao Qingwen, Wang Jicheng, Feng Wei, and Zhang Hongfei from various other DRC departments.
