Urban social management innovation based on people's livelihood

Abstract:

Since March 2012, Dalian city's Xigang district set up a "365 Citizen Building" which opens 24 hours, 365 days, to provide citizens with convenient services, and established a working system. The "365 working system" has five parts of innovation in terms of urban social management. In urban management, it set its main goal as meeting resident satisfaction. It established a coordination mechanism, filling the gap of management. It established a public hearing discussion system for residents, with residents as main players of management. It spurred the participation of social institutions by developing public welfare projects. It made efforts to actively find problems and realize detailed urban management.

The experience of Xigang district's innovation shows that the starting point for social management innovation is the update of management concepts. Social management innovation needs corresponding reforms of the administrative management system. It should focus on eliminating current management gaps. Social management innovation needs further guidance, and urban self-government should be deepened.
