MOU released to punish scientific research defaulters

A Memorandum of Understanding (MOU) on joint disciplinary against academic dishonest behaviors was released by 41 departments including the National Development and Reform Commission and the People's Bank of China on Nov 9.

The MOU includes a total of 43 punishments, and is intended to strengthen the credit system construction in scientific research, establish a sound joint disciplinary mechanism for dishonest behavior in scientific research and create a scientific and technological innovation environment of integrity.

The Ministry of Science and Technology will provide information about defaulters to departments involved in the MOU regularly through the national credit information sharing platform.

According to the MOU, the punishments for defaulters include not allowing to apply for presiding national science and technology programs within a certain period, cancellation of honors and bonuses obtained and being ineligible for nomination for the National Science and Technology Award for a certain period or for life.

Meanwhile, the dishonest information will be publicized on systems and websites including creditchina.gov.cn, the website of the Ministry of Science and Technology and the National Enterprises Credit Information Publicity System (gsxt.gov.cn).

The MOU also says the dishonest records will be retained on file even after the punishments are revoked or completed.
