The vice-chief of China’s Ministry of Justice met with a Hong Kong delegation led by the head of its Correctional Services Department (CSD) on Aug 27 in Beijing.
Liu Zhiqiang, vice-minister of justice, welcomed the delegation and described recent institutional reorganization that allows the Ministry of Justice to shoulder more important responsibilities including legislation, legal affairs management, and legal publicity including its function of promoting construction of a country and society under the rule of law with a law-based government.
From an overall perspective, the original Ministry of Justice and Office of Legislative Affairs of the State Council were integrated into a new Ministry of Justice which improves the working system of the Party as it comprehensively implements the rule of law.
Liu pointed out that the Ministry of Justice and the CSD of Hong Kong share a sound base for cooperation. The two sides maintain close exchanges and the CSD has bountiful experience in education and correction.
Liu expressed his hopes that the two sides will carry out further cooperation in the future and learn from each other’s experience to reduce crime in the future.
The head of the CSD spoke about the general conditions of criminals in custody in Hong Kong and the endeavors of the CSD to educate young students. He also expressed his hopes for more opportunity for cooperation.
