Conclusion

Disease prevention and control is a pivotal healthcare career that protects public health and improves people’s life. Since the founding of New China, the Chinese government has been adhering to the general principle of “Prevention in the first place and in combination with intervention”, making increasing endeavors on disease prevention and control, and has achieved considerable accomplishments that are globally recognized, providing protection for people’s health and making significant contributions to economic and social development.

Ⅰ. Basic Conditions Significant Accomplishments in Disease Prevention and Control

China had successfully eliminated smallpox by vaccination in early 60s of the 20th century, followed by eradication of poliomyelitis in 2000, filariasis in 2008 and neonatal tetanus in 2012. Since 2004, the overall epidemic situation of communicable diseases in China has been stable. Incidence and mortality rates of class A and B communicable diseases reported per year have been well controlled under 272/100,000 and 1.25/100,000, respectively. Increasingly rapid spreading of AIDS has been effectively suppressed. The mission for tuberculosis control, as proposed by the United Nations Millennium Development Goals, had been accomplished ahead of schedule. The prevalence of schistosomiasis has been reduced to a historical lowest point. The prevalence of positive hepatitis B surface antigen under-5-year-old children has decreased from 10% to less than 1%. Major endemic diseases like iodine deficiency disorders have been well controlled. Stratified management of Non-communicable Diseases(NCDs) like hypertension and diabetes have been made possible. Increasing efforts have been made to promote early diagnosis and treatment of cancer, screening and intervention for cardiovascular diseases and comprehensive interventions for oral diseases. Mental healthcare is practiced in a legalized framework, with constant improvements in prevention and treatment network for severe mental disorders, as well as promotion of environmental protection, occupational hygiene, radiation hygiene, campus sanitation. The Patriotic Health Campaign was bolstered, resulting in considerable improvement in environmental conditions and people’s awareness of cleanness and sanitation.

Improvement in Disease Prevention and Control System

The government has increased investment on construction of the disease prevention and control system, with a 2.92-billion-yuan investment from the central finance, plus 7.58 billion yuan from the local, for infrastructure upgrading of 2448 CDCs at county levels and above since 2003. Ministry of Housing and Urban-Rural Construction and National Development and Reform Commission have jointly approved the publication of Standards for the Construction of Center for Disease Control and Prevention. State Commission Office of Public Sectors Reform, Ministry of Finance and National Health and Family Planning Commission have jointly published the Guidance of Organization Standard of Center for Disease Control and Prevention. By the end of 2013, there were a total of 4787 official agencies for disease prevention and control at national, provincial, prefectural and county levels, including 3516 Centers for Disease Prevention and Control(CDCs) of different levels, 1271 prevention and treatment stations for specific diseases, together with a total of 245,000 staff. The infrastructure of Centers for Disease Prevention and Control of different levels has been improved obviously. Agencies for disease prevention and control adopt a whole-budget management system gradually and improve their capacities significantly.
