Gou Zhongwen, the vice-mayor of Beijing, paid a visit to Zhongguancun's Huairou Science Park on March 7, to present a Science Park plaque to Qi Jing, the head of Beijing's Huairou district, following his visit of Synfuels China and the Beijing Nonferrous Metals General Research Institute's lithium-ion production line, in the park.

China's State Council approved a plan for the layout of the Zhongguancun Science Park, at the end of 2012, by establishing science parks in the Fangshan, Mentougou, Huairou, and Pinggu districts, and Miyun, Shunyi, and Yanqing counties. These districts and counties increased the size of the Zhongguancun Science Park, from 233 square kilometers to 488 square kilometers and, as a result, qualified for preferential support policies.

The Huairou Science Park has a planned area of 7.11 square kilometers and is working on a Huairou Science and Education Industrial Park for the Chinese Academy of Sciences, and a Beijing Nanometer Science & Technology Industrial Park, and Internet Innovation Industrial Park. The Nanometer Industrial Park is a joint effort of Huairou Park and Beijing's Municipal Science & Technology Commission. It is expected to become a leading nanometer industrial base with revenues of 12 billion yuan by 2015.
