Liu joined the army in 1968. In 1978, Liu was admitted to Nanjing Communications Engineering Institute (now People's Liberation Army University of Science and Technology), and studied computer science.

In 1982, Liu graduated and went to the number three communication regiment of the People's Liberation Army General Staff Department for technological development.

In 1985, Liu developed China's first online handwritten Chinese character recognition system, winning a national invention patent.

In 1993, Liu founded Hanvon Technology Co Ltd and developed the famous Hanvon 99 brand.

HanWang Technology Co Ltd has led the world in technologies for handwritten Chinese character identification, OCR identification, name card identification, handwritten numerical recognition, table processing, license plate number recognition and fingerprint identification. It opened up a new application field for non-keyboard Chinese character input, a revolution for computer character recognition.
