Jilin Provincial People's Congress convenes annual session in Changchun

The fourth session of the 13th Jilin Provincial People's Congress convened on Jan 25 in Changchun, the capital of Northeast China's Jilin province, attracting the attendance of 422 deputies.

Jing Junhai, secretary of the Jilin Provincial Committee of the Communist Party of China, formally declared the opening of the event.

Han Jun, acting governor of the province, delivered the government work report on achievements during the 13th Five-Year Plan period (2016-2020) and in 2020. He also announced the work plan for 2021, targets for the 14th Five-Year Plan period (2021-25) and the goals for 2034, and promoted the modernization of governance capacity.

According to the report, Jilin province has maintained steady and healthy economic development over the past five years, with an average annual economic growth rate of 4.3 percent. It has also continued to promote industrial transformation and upgrading.

During the 13th Five-Year Plan period, the province helped more than 700,000 people out of poverty.

Also, Jilin's grain output has remained stable at more than 35 billion kilograms for eight consecutive years.

Meanwhile, the province's business environment has been continuously optimized, and its people's living standards have improved significantly. The average annual per capita disposable income of urban and rural residents has increased by 6 percent and 7.2 percent, respectively.

The government achieved the main objectives of the province's 13th Five-Year Plan on schedule.

Looking toward the future, Jilin has set several goals for 2021. First of all, the province will ensure that the GDP grows by 6 to 7 percent and that the per capita disposable income of urban and rural residents will keep pace with economic growth throughout the year. It will also strive to ensure that the local fiscal revenue will grow by more than 2 percent.

Furthermore, Jilin will create 230,000 new job positions, ensure that the increase in the consumer price index is controlled to about 3 percent, reduce the energy consumption per unit of GDP by about 3 percent, and maintain a stable and high yield of grain.

The acting governor said that this year the government would focus on developing seven areas: sci-tech innovation, industrial transformation, rural revitalization, promoting consumption, broadening opening-up, enhancing ecological construction and improving people's livelihoods.
