协助省长、常务副省长分管人事、编制工作，协助省长分管劳动保障、民政、老龄、残联、民族宗教、内贸、工商行政管理、金融、外汇管理、保险、证券、省国际信托投资股份有限公司、国盛证券方面的工作，负责与省社联的联系工作。

协助省长、常务副省长分管能源、交通运输工作，协助省长分管工业（包括国防工业、信息产业、邮政、通信、电力）、国有资产管理、外经贸、海关、检验检疫、台办、经济技术合作、中小企业、工业园区、省国际经济技术合作公司、生产安全、交通安全、防火安全方面的工作，负责与省总工会的联系工作。
