Hu made the call in his inspection tour of Hubei, Henan and Jiangxi provinces between August 19-23, as the government is to formulate the 11th five-year economic and social development plan for 2006-2010.

Hu visited a number of factories, villages, worksites, research institutions, and urban communities, where he talked with local officials and ordinary people.

The president showed special concern over issues like supporting the agricultural sector, helping farmers to earn more, and increasing the capabilities of self-innovation. He also presided over workshops attended by provincial officials from the three provinces.

At these meetings, he analyzed the domestic and international situation, and said that in general China has a favorable environment for development as opportunities and challenges co-exist and there are more opportunities than challenges.

He stressed a scientific concept of development is key to China's economic and social development.

Hu, also chairman of the Central Military Commission, paid avisit to a unit of air force of the Chinese People's Liberation Army.
