1、A survey of Hebei's Development Zones

Affter the Qinhuangdao Economic & Technical Development Zone was established in October 1984 with an approval of the State Council, more than 20 development zones at or above the provincial level were set up in Hebei Province now.

Among them the Qinhuangdao Economic & Technical Development Zone, the Shijiazhuang New High-tech Industrial Development Zone and Baoding New High-tech Industrial Development are state-level ones and those development zones located in Langfang, Tangshan, Tangshan Seaport, Zhuozhou, Cangzhou, Huanghua, Huanghua Seaport, Shanhaiguan, Beidaihe, Yanjiao, Nanpu, aobeidian, Bazhou, Anping, Shijiazhuang, Renqiu, Wuqiao and Baiyangdian are all at the provincial level.

Most of the development zones in Hebei are located in the areas around the Bohai Sea or around Beijing and Tianjin or areas with main railway lines and trunk highways running through.

There are abundant natural resources and transportation and telecommunications facilities in these areas. Backing on Beijing and Tianjin, these areas enjoy great market potential as well as an easy access to the funds, personnel, information and technology in these two large cities. Moreover, the prices of land and labour are cheap throughout the province, hence the cost of development in these areas will be comparatively low.

The investment environment in these zones is becoming perfect after years of development and construction. Infrastructure has been accomplished with roads, electricity, water, gas, heat and communications available, and the ground has been well leveled.

It is certain that all the provisions and laws concerning foreign investments are strictly observed, and all the legal rights and interests belonging to investors from both home and abroad are safely protected.

Representing the local government, the administration committee set up in each development zone practices total leadership and control over the zone. Therefore, services concerning foreign affairs are ready and convenient there. Foreign investors can go through in the zone all the formalities from project proposal, examination and approval of contracts and articles of association to receiving operation license.

2、An Introduction to Major Development Zones

Shijiazhuang High-tech Industrial Development Zone

Shijiazhuang High-tech Industrial Development Zone was founded in March 1991, and was one of the first national level high-tech industrial development zones and was designated by the provincial people's government as one of the eight key development zones in Hebei Province in 1998.

With a planned area of 18 square kilometers, the Development Zone is divided into eastern section, western section and Liangcun section three sections, which are located in the east with broad developing future in the municipal planning and the intelligence-intensive southwest of Shijiazhuang.

The Development Zone is located in the central area of the urban development planning as well as key development areas and investment hotspots with integration of science, industry and trade. Its geographic locations are extremely superb.

Currently there are 1520 enterprises that have registered in the Development Zone with total investments in construction projects exceeding 25 billion Yuan of RMB, among which, there are 125 foreign enterprises with total investments of 1 billion US dollars and actual usage of foreign investment of 0.6 billion US dollars including investments from over 10 countries and regions such as the USA, Germany, UK, Italy, Japan, Canada, Sweden, Malaysia, Poland, Korea, Hong Kong, Macao and Taiwan.

In 2002, a gross income of 19 billion Yuan of RMB was realized from technology, industry and trade in the Development Zone. And among already established enterprises, output values from industries such as electronic information, bio medicine and new materials took over 70%.

Qinhuangdao Economic and Technological Development Zone

Qinhuangdao Economic and Technological Development Zone was one of the 14 national level coastal development zones approved by the State Council in Oct. 1984 with a planned area of over 50 square kilometers, among which, the western section is located on the west of Harbor District of Qinhuangdao City, a famous port city of Hebei Province, 15 km away from the famous Beidaihe resort, 1.5 km from the downtown area of Qinhuangdao, 281km from Beijing and 245 km from Tianjin while the eastern section is located to the east of Laolongtou, the estuary of the Great Wall.

Ever since the foundation of the Development Zone, over 1658 projects have enter the Development Zone, among which, 352 are projects with foreign investments with an actual usage of foreign funds of 0.64 billion US dollars, and 1296 are projects by domestic investments with funds in place of 3.05 billion Yuan of RMB.

By now, over 90 enterprises from 27 countries and regions such as Japan, the USA, Korea, Germany and HK have invested and established plants and companies here including international famous corporations such as LG and Hyundai from Korea, Mannesmann from Germany, Chia Tai Group from Thailand and Reynolds from the USA, and a modern industrial system has been preliminarily formed with focus on 6 categories including metallurgical, machinery, electronics, light industry, refined chemistry and building materials along with the service industry such as real estate, finance, trade, service and tourism. After over ten years of development and construction, Qinhuangdao Economic and Technological Development Zone has become an important window for the opening-up of Hebei Province.

Baoding High-tech Industrial Development Zone
Baoding High-tech Industrial Development Zone is a national level development zone approved by the State Council in Nov. 1992. Located on the middle axle line of the urban planning of Baoding City and with a planned area of 10 square kilometers, the Development Zone by now has developed into a pattern of One Zone Three Parks (Central Technology Park, East College City and West Industrial Park).

Since the foundation of the Development Zone, over 900 enterprises have been registered here, among which, 120 are foreign enterprises with an actual usage of foreign funds of 0.4 billion US dollars from over ten countries and regions such as the USA, Japan, UK, Germany, Australia, HK and Taiwan. And by now, four pillar industries have been preliminarily formed including new energy resources and equipment, software, new materials and bioengineering.

Shijiazhuang Economic and Technological Development Zone

Shijiazhuang Economic and Technological Development Zone is a provincial level development zone founded in July 1992 with a planned area of 9.8 square kilometers, and is located 10 kilometers east of the downtown area of Shijiazhuang, 3 km east of Beijing-Shenzhen Expressway, south of No. 307 national highway and Shi-De Railway double line and 25 km away from Shijiazhuang Airport.

Located in the central area of the urban development planning, the Development Zone has become a new modern urban district that is focused on industry accompanied with integration of trade, commerce, scientific research, living, dwelling and culture.

With convenient traffic, plain terrain and complete infrastructure, the Development Zone has a broad development future and is one of the key development zones recommended by the State to the outside.

By now, over 382 enterprises have registered in the Development Zone with a gross investment amount of 6 billion Yuan of RMB including 0.39 billion US dollars of foreign investment from over ten countries and regions such as the USA, Japan, UK, Austria, Germany, India, HK, Macao and Taiwan. Among projects registered in the Development Zone, 86% are industrial projects and 54% of total investments are foreign investments and the industrial output value of the Development Zone has reached over 2.2 billion Yuan.

Zhangjiakou Economic and Technological Development Zone
Zhangjiakou Economic and Technological Development Zone was established after approval by the provincial government in 1992. In 2000, it was further approved by the provincial government to bear the name of provincial level economic and technological development zone.

By the end of 2002, altogether 140 enterprises have been registered in the Development Zone with an aggregate of 0.17 billion Yuan of investment introduction from outside the city; and 24 foreign projects have been signed involving countries and regions such as the USA, Israel, Spain, Japan and HK and so on with an actual usage of foreign funds of 20 million US dollars; 1.3 billion Yuan of gross income from technology, trade and industry has been achieved; total export volume has reached over 10 million US dollars.

Langfang Economic and Technological Development Zone
Langfang Economic and Technological Development Zone is a provincial level key development zone approved by the provincial government in June 1992, and is located at the Langfang Exit in the middle of Beijing-Tianjin-Tanggu Expressway, 6 km from the downtown area of Langfang, 40 km from Beijing and 50 km from Tianjin and with a precinct area of 58.7 square kilometers, planned area of 43 square kilometers, a population of 100,000 and already developed land of 20 square kilometers.

By now, an aggregate of 1.5 billion Yuan of funds has been invested into the construction of infrastructure, and over 2.8 million square meters of building area has been built. The per capita green land in the Development Zone is 11.3 square meters and the green coverage is over 35%. Now a modern, outwardly-oriented and garden-type high-tech economic zone has preliminarily come into being.

By the end of Dec. 2002, over 800 enterprises have registered in the Development Zone with a gross investment value of over 2.5 billion Yuan of RMB involving investment from 26 countries such as the USA, Japan, UK, France, Sweden, Denmark, Holland, Germany, Korea, Singapore and Australia as well as regions such as HK, Macao and Taiwan. A group of world-famous transnational corporations such as TRW Inc., Asian Strategic Investment Co., Ltd. from the USA, The Broken Hill Pty Co. Ltd (BHP) from Australia, WET from Germany, Toshiba from Japan, Mitsubishi Corporation, and Stork Group from Holland as well as a batch of projects by large domestic high-tech parks such as China International Convention Execution Environmental Protection Industrial Park, Tsinghua Science and Technology Park, Hebei Provincial Automobile Industry Park, XinAo Industrial Park, China Youth Science and Technology Park and Electronic Information Industry Park have successively settled in the Langfang Development Zone.

In 2002, the Development Zone has realized 3.1 billion Yuan of GDP, 4.8 billion Yuan of gross industrial output value, 4.6 billion Yuan of industrial sales income, 0.44 billion Yuan of financial revenue and 81 million US dollars of export, and has been for 6 consecutive years listed on the top in various comprehensive appraisals over all development zones in the province and has been named by competent state authorities "China Youth Scientific Innovation Piloting Base" and "One of the Nine Key Provincial Level Development Zones in China" and has become an investment hotspot popular among merchants both at home and abroad.

Cangzhou Economic and Technological Development Zone Cangzhou Economic and Technological Development Zone was founded after approval by the provincial government on July 31, 1992 with a total land area of 15.165 square kilometers and current already built area of 2.47 square kilometers.

Located on the east of the downtown areas of Cangzhou city, the Development Zone is a new industrial area with major focus by the Cangzhou city for development. By the end of 2002, 122 enterprises have registered in the Development Zone including 11 Sino-foreign joint venture enterprises involving countries and regions such as the USA, Italy, Korea, Malaysia, Taiwan and HK with a gross investment value of 57.7847 million US dollars, actual usage of domestic funds of 926.965 million Yuan of RMB and foreign funds of 18.0836 million US dollars and completion of fixed assets investment of 555.035 million Yuan of RMB.

By now an industrial group focused on automobile pistons, building materials, electric lines and cables, automobile marketing and glass ware and so on has come into being.

Huanghua Port Economic and Technological Development Zone
Huanghua Port Economic and Technological Development Zone is a provincial level economic and technological development zone established after approval by the provincial government in July 1992 with a planned area of 73.6 square kilometers. Projects that are undergoing construction at present such as Huanghua Port and power plant are all state key projects.

By the end of 2002, land area that has been developed and utilized has reached 4.17 square kilometers with capital construction completion area exceeding 300,000 square meters. And an aggregate of domestic funds exceeding 0.5 billion Yuan has been introduced along with 13.24 million US dollars of foreign investment.

By now, over 90 enterprises have been registered in the development zone with registered capital of over 0.2 billion Yuan, including 2 Sino-foreign joint venture enterprises involving Denmark and Korea.

Huanghua Economic and Technological Development Zone is a provincial level economic and technological development zone established after approval by the provincial government in July 1992 with a planned area of 18 square kilometers and a starting area of 5 square kilometers.

By now, 96 enterprises have entered the development zone and a gross investment value of 0.84 billion Yuan has been achieved involving over ten industries such as light industry, chemistry, machinery, electronics, medicine, building materials, service and real estate and so on with products including over ten varieties such as filming glass, PV synthetic leather, bicycle, motorcycle, aluminum plastic composite pipe and colored steel plate and so on. Renqiu Economic and Technological Development Zone
Initially founded in 1992, Renqiu Economic and Technological Development Zone has been approved by the provincial government as a provincial level economic and technological development zone on Dec. 25, 1995 with a planned area of 2.05 square kilometers.

By now, there are altogether 75 enterprises registered in the development zone. In 2002, an output value of 680.5 million Yuan has been realized. And foreign investments mainly come from Korea.

The Development Zone has endeavored to create a benign investment environment and continuously regulate its opening-up and development behaviors according to international practices, and has preliminarily formed an industrial pattern with refined chemistry, electronic communications, new materials and automobile components as the leading industries.

Wuqiao Economic and Technological Development Zone was founded in Aug. 1992 and in Jan. 1993, it was further approved by the provincial government as a provincial level development zone with a planned area of 4.11 square kilometers and a starting area of 1.5 square kilometers.

In the development zone, there is the first national AAAA-class acrobatics tourist city in China - Wuqiao Acrobatics World. By now, the developed land area has reached 3.73 kilometers and 101 projects have entered the development with 0.54 billion Yuan of investment in total involving countries and regions such as Korea, HK, the USA and Taiwan.

Hengshui Economic and Technological Development Zone
Founded at the end of 2000, and located on the west of the downtown areas of Hengshui city, Hengshui Economic and Technological Development Zone (Hengshui High-tech Industrial Development Zone) is a provincial level development zone approved by the provincial government with a planned area of 9.1 square kilometers and control area of 11.86 square kilometers.

This development zone is operated in market principles and a total investment of about 0.238 billion Yuan has been made. In these two years, the development zone has approved the entry of 111 projects with total investments of 2.1 billion Yuan, among which, by now, 68 projects have started for construction, 38 projects have completed the main body construction and 26 projects have been put into operation.

A group of projects with domestic or foreign investments of large scales and high technological contents have successively entered the development zone such as the project of Hebei Keruidi Paper Industry Co., Ltd. with an investment of 0.12 billion Yuan, the Sino-foreign joint venture of Shamite Pharmaceutics project with an investment of 0.15 billion Yuan, the project of Sanwei Technology Co., Ltd. with an investment of 23 million Yuan, the embryo transplantation project of Kangle Milk Products Co., Ltd. with an investment of 60 million Yuan, the Sino-American joint venture project of Hengshui Feima Silk Screen Filter Materials Co., Ltd. as well as the new tubing products project of Korea Dongbao PLATECH Corporation. After the completion of these projects, a high-tech enterprise group will be formed with focus on industries such as electronic information, bio engineering and new materials and so on, and it will exert an excellent pilot and driving role for the development of high-tech enterprises in Hengshui.

Yanjiao Economic and Technological Development Zone
Located in the "golden triangle" of Beijing, Tianjin and Tangshan and 30 km from both Beijing Capital Airport and Beijing centrial city, Yanjiao Economic and Technological Development Zone is a provincial development zone established in July 1992 with a planned area of 30 square kilometers and a current population of 150,000 and direct entry of expressway.

Based on the in-depth research of situation and the positioning of development direction as an auxiliary production base of Beijing Zhongguancun and a development base of Hebei high-tech industries, the development zone has specified a development path of "From relying on Beijing to integrating with Beijing" and has got onto the speeding car of the capital economy. Chengde High-tech Industrial Development Zone
Chengde High-tech Industrial Development Zone was founded on Sept. 1, 1992. After ten years of development, it has become a most viable economic growth point of Chengde. Depending on the parent city, based on tourism industry and relying on Beijing and Tianjin, the Development Zone has adopted a construction guideline of "giving priority to industrial projects and high-tech with focus on export-oriented economy" and in recent ten years, has fulfilled 110.92 million Yuan of infrastructure investment and 1.476 billion Yuan of fixed capital investment.

And an aggregate of 165,000 square meters has started construction with a completion area of 150,000 square meters. By the end of 2002, the development zone has achieved an aggregate of 1.598 billion Yuan of total incomes from technology, trade and industry, 0.146 billion Yuan of profits and 53.2 million Yuan of financial incomes. And enterprises in the development zone mainly involve countries and regions such as Germany, the USA, Japan, Korea, HK and Taiwan.

Currently, Chengde Development Zone has completed its initial establishing period and entered its "second business establishment period". With a total planned area of 1.5 square kilometers, the development zone is endowed with excellent development and construction conditions with its east section and the west section faced with each other across the river.

Cangzhou LinGang Chemical Industry Park
Located at 60 km east of Cangzhou downtown areas and 20 km northwest of Huanghua Port, Cangzhou LinGang Chemical Industry Park possesses excellent development conditions and competitive advantages with a total planned area of 100 square kilometers.

All these have made LinGang Chemical Industry Park the largest modern chemical industrial park with the best relying conditions, the lowest investment cost as well as international competitiveness and impacts in the north of China.

Currently, there are three large-scale enterprises in Cangzhou LinGang Chemical Industry Park with total assets of over 2 billion Yuan. Main production capacities include: annual production of 230,000 tons of PVC resin (the third in China); 2 million tons of crude salt per year (the second in China); 300,000 tons of refined salt and iodized salt per year; 10,000 tons of phthalocyanine pigment (the first in Asia).
