Fang was an executive board member and manager of a Hong Kong-based company. From 1995 to 1999, Fang illegally obtained documents containing state secrets and bribed government officials.

On March 21, 2002, the Beijing No. One Intermediate People's Courtsentenced him to five years' imprisonment.

Due to Fang's repentant behavior in jail, the Chinese judicial department decided to reduce his penalty and deport him on Monday.
