What kinds of culture-related motions and proposals have been submitted during the two sessions? Lawmakers and national political advisers have to dig into reality and straightly hit the core of the problems to participate in the administration and discussion of state affairs. Let's take a look at these cultural topics.

Traditional culture protection

About 900,000 traditional villages have disappeared over the past 10 years and the situation is becoming more serious than anticipated, Feng Jicai, a famed writer and CPPCC member, said.

As a campaigner for the protection of villages, Feng is concerned with their rapid decline because they are the birthplaces of Chinese culture and the origin of agricultural civilization.

Intangible cultural heritage protection

The key point of protecting and inheriting intangible cultural heritage is to protect inheritors, Li Yansheng, vice-director of arts council at China National Academy of Painting, said. National financial aid should be raised from 10,000 yuan to 30,000, he said.

Public culture service

The conditions to make laws for public culture service are ripe, Li Jianchun, secretary of Ba'nan district in Chongqing municipality, said.

To meet people's cultural needs is the basic task in making laws for public culture service, and the cultural rights of people should be guaranteed to let them enjoy public culture service according to laws, he said.

Cultural legislation

Award-winning Chinese director Chen Kaige said that the core of legislation lies in the trust of the people.

"The law tells people what you can do within the law", Chen said. "The meaning of making laws for movies is to improve the degree of opening, spur movie creations and show the audience more good movies."

Copyright protection

Ma Huateng, a deputy and CEO of Tencent Holding, said that the governance of online piracy is a systemic project that needs multiple subjects to participate, and the self-discipline of the Internet industry is very important.

China need to perfect the environment for intellectual property protection, cultivate legal copy consumption concepts and enhance online copyright protection to safeguard a better and faster development of China's cultural industry, Ma said.

Cultural consumption

"We will raise consumer spending on leisure and tourism, give impetus to green consumption, keep housing consumption stable and encourage people to spend more on education, culture and sports," Premier Li Keqiang said when delivering the government work report.

"We will press ahead with the nationwide project to deliver telecoms, radio, television, and Internet service over a single broadband connection, accelerate the development of fiber-optic networks, significantly increase broadband speeds, develop logistics and express delivery services, and ensure that new forms of Internet-based spending, which combine online-offline activities, come to thrive," Li said.

Cultural Industries

Cultural industries should deeply integrate with the Internet to reconstruct its own business model to resolve information asymmetry, satisfy the cultural need of consumers and improve the production efficiency of cultural industries, Robin Li, a CPPCC member and CEO and chairman of Baidu Inc, said.
